using CPAN module in Windows

perlrocks has asked for the wisdom of the Perl Monks concerning the following question:

Hi- A while ago i asked about how to use a CPAN module i windows. One good fellow gave me a command to type in my command line and it worked perfectly. Unfortunately, i forgot to save it. Could anyone please provide it? Thanks a lot

What's your version of Perl? I occasionally use ActiveState Perl on Win32.
