Perhaps if you give us a little information, such as which target operating systems you are concerned with, what type of application your product is and how your product installs would help us to to help you. Do all of the target systems you are trying to install your product on to have Perl installed?

You need to explain your problem in more detail. For example, there is no indication in your question that Perl in involved in this scenario in any way.
Is this a product that you are using and trying to automate? Or a product that you are writing?
