On a serious note, we are here to help. Everything I suggested was IMHO, positive advice. Positive in the sense that these are all things (use strict; use warnings;, proper use of search engines, reading and understanding the code you are using) you can do to make your life easier. If for some reason you don't want to make your life (well the programming part of it) easier, go ahead and ignore this advice.
I guess another part of my advice should have been to read How do I post a question effectively?, since you first claim "I've searched on google, but I can't find anything about it." seems to have changed to have changed to "I searched for the error and I didn't see any obvious solution".
The search for your exact error message returns very few results, taking a look at the first couple tell you at which point Net::Whois::IP returns this error (of course had you looked at the code for Net::Whois::IP you would have found this, eventually). This should lead you to think to yourself "What is happening at this part of the code. Is there anyway I can debug this?", for example, can you test this functionality from another utility or run your script on another server? Can your server connect to the registrar in question, is there a networks issue?
Also, since you say that English is not your native language, please read Mental retardation in reference to your comment "I'm not retarded.", as, in English, many people find this offensive in this context.

Marto can only judge from what you tell us and you didn't tell us what you found out already.
What you could do now would be to find out if the error message is generated by different ip numbers or always the same. You can do that with a print $stuff[0]; directly before line 23. The lastz ip you see printed must be the offending one
If it is always the same number, make a whois query yourself to check what is different with this number. If not, you may have run up against Denial-of-Service prevention measures of the service providers. Maybe they don't like bots to check hundreds of addresses per second
