I wondered about that phrase when I first saw it in the announcement. What, exactly, does it mean?

It means that TPF would fund it, if they had enough money. The either reject or accept each proposal, and the accept ones are ranked, and the top most ranked actually get the funds, until there's no more money left (simplified).	[reply]
