Curious as to your desire to unbind Ctrl-[CV] when shift-lock is on. Per POLA, that would not be a good thing to do.

In any case, perhaps you could bind the keys to your own function to check for shift-lock. If it is off, then do copy or paste somehow; else, well, do whatever else. Whether you get to know the shift-lock state (at the time of, not before or after, Ctrl-* press) may depend on the operating (GUI) environment.
