If it's 0.01, 0.02, or 0.03, it's probably not what you want.

Maybe, maybe not. A module author might scrutinize his work as best as he can before even daring to publish. A version 0.01 doesn't necessarily mean a unproved or buggy version; and if the module "works for me[tm]" for the module author, he might, lacking feedback, not update at all. The version number is no quality metric at all.

My module AutoReloader is an example of what's stated above, it is version 0.0.2, sits around on CPAN with that version for over a year - but maybe it's just superfluous, not called for at all, and hence of no value.
