Fixed. tye and I also added a new short time format user setting (for now, used here and in perl monks user search) and tweaked several other bits of the time formatting code. Details to follow at some point later.

Please don't forget to include a note about how bare `ISO` and kin no longer work as embedded strings; they have to be in special markup as `%{ISO}` to be embedded. Thanks.	[reply] [d/l] [select]
