Cookies can be valid for a host or domain. If the domain is set to "host.domain" then the cookie is only vaild on "host". If it is set to ".domain" it is valid for any host in domain".

THRAK's first reference gives the details. Just be sure to put a period "." in front of the domain name (e.g. .foo.com) if you want it valid for the whole domain.

BTW, cookies can cross languages OS's and web server software.

You can't make cookies travel between servers... best you can really do is create a cgi on the other server that outputs an image, and pass that all of your info in the query string. Call the cgi from the first server and have the cgi write a cookie based on the data passed to it.
