maybe I am wrong but I thing that there is litle mistake in your code. Line 34:

my $cache = File::Cache->;new({namespace => 'cookiemaker',
[download]

Should be without ";":

my $cache = File::Cache->new({namespace => 'cookiemaker',
[download]

This probabably happened by copying line 33.
