I would say that "system wide" is correct; what is open to interpretation is "system". It could be, and often is, a heavy-weight process, but it could be a light-weight process (aka thread), or it could be a system of networked processes, or whatever makes sense in your situation. I'm almost tempted to say that a system is, by definition, the scope of a singleton, rather than the other way around.
