I think it's the same reason why sitedoc don't have vote buttons either. Both these and homenodes often get edited, whereas votable nodes (like note or sopw) are rarlely edited in any significant way, so once you vote on one the vote will correspond to the value of the content for ever.

    I accept this, even in normal posts, I can change the entire content after voting frequently(don't worrying about down voting at all), but I have some discipline not to change(which could to lead to confusion) and just type 'UPDATE: ... ' and add further content. Let's hope for the best(discipline) from the users of this system not the other and try this 'voting enabled on the user's home node'
