Oh! Is there some undocumented magic attached to localtime :) Yesssss..... It's very deep magic. Which avoids all those sticky time-space problems. In fact, it's highly classified and I'll probably be shot for talking about it. So when the men from Three Letter Agencies come, tell them I said NOTHING.
