Try issuing this SQL command at your start up:

set character set utf8
That might just do the trick ...

Update: Yes. I am very sure that what I posted works for me. Perhaps yours does the same thing. SQL has lots of aliases.

    Are you sure about double set?

    May be you mean:

    SET NAMES UTF8
