The page you link to says the library is object oriented C.

I don't know what they meant by that. Looking at some sample code at http://trmm-fc.gsfc.nasa.gov/trmm_gv/software/rsl/users_guide.html I don't see anything particularly frightening wrt wrapping for perl.
