I generally submit patches as an attachment to a comment on a bug in RT for the module. I think this is preferable to just emailing the patch to the maintainer. Also, including test cases for the bugfix or new feature in the patch is very valuable - if you don't, then the burden of adding tests falls to the module maintainer, and it's much more likely to sit on the back burner.
