See advice given in Re: Problems installing new Modules for ActiveState v 5.10 regarding installing modules from ppd file, and Re^4: Activestate Perl module upgrade assistance for setting up MinGW and dmake on ActiveState (you may need to do some investigating here since the machine you are using has no internet connection).

I tend to use Strawberry Perl when working on Windows platforms.
