Curtis Jewell has announced the availability of 5.10.1-RC1 Strawberry Perl for Windows:

By the time this e-mail gets around to everybody, the .msi for a beta version of Strawberry Perl for Windows containing 5.10.1 RC1 will be uploaded - you can get it at http://strawberryperl.com/beta/ if you want to try it out.

Hopefully this will let you test out the release candidate as it would be packaged as a Strawberry Perl package.

Note that this IS a beta - it's not recommended for production environments quite yet.
