This indicates that you are using a very old version of Text::CSV

$ perl -MText::CSV -wle'print $Text::CSV::VERSION'
1.13
$ perl -MText::CSV -wle'print $Text::CSV_XS::VERSION'
0.67

Text::CSV below 1.00 is close to useless
