I know nothing about this module, but here are some things to consider.

Looking at Net::TL1 on CPAN, I notice that its test results are pretty poor (Net-TL1-0.05): 

PASS (26)   FAIL (73)   UNKNOWN (5)

The 'Perl/Platform Version Matrix' does not show any testing on MSWin32 or cygwin. Are you sure this module is supported on your OS?

Can you run any of the supplied tests? Have you ever had any success using this module before?

Have you tried looking at the module's source code?

    I am able run the supplied tests successfully. And this is the first time, i am trying to access this module.
