Independent SOAP::Lite server

Anonymous Monk has asked for the wisdom of the Perl Monks concerning the following question:

Can I run independent SOAP::Lite server or it has be using the other webserver such as Apache? If possible I like to run indenepdent one. Please point me in the correct direction.
