It seems you have somehow navigated to an obsolete branch within the Monastery.
The only way I know to get there is by The Perl Monks Guide to the Monastery -> Library, which states:
Note: The Perl documentation set in the PerlMonks Library is rather out of date. The Librarian suggests checking out the state-of-the-art facility down the road for your Perl documentation needs.
The problem seems to be extra /lib/ in http://perldoc.perl.org/lib/File/stat.html
