I'm looking at http://cpan.uwinnipeg.ca/PPMPackages/10xx/Crypt-DES_EDE3.ppd in firefox, it shows a CODEBASE of http://cpan.uwinnipeg.ca/PPMPackages/10xx/x86/Crypt-DES_EDE3.tar.gz. If you can access this package you should be able to use the method detailed in A guide to installing modules for Win32 to extract and copy the files to the correct locations. N.B. the link I provided above is for Perl 5.10.

Alternativly you could use the cpan command to install it for you, if you have Strawberry Perl or a modern ActiveState build.
