Can anonymous monks vote? I could not earlier when logged in
as AM, but could not figure out if it was a bug or a feature...
If the latter, perhaps removing the Vote button would cause the
AMs les confusion...

They can't vote on node quality because XP points aren't given to Anonymous Monk and so they can't level up. They can vote in the polls, all that is kept track of there is whether a given IP has voted already on that particular poll.
