You'll want to use 'dmake' (which you already have, as it comes with Strawberry Perl) instead of 'mingw32-make'.
The basic rule is that you use whichever flavour of make is reported by perl -V:make

Strawberry Perl also comes with MinGW - so there was no need to install MinGW separately. Best to use the MinGW that Strawberry supplied.

    Right! Everything you need is allready shipped with Strawberry or comes with PAR::Packer module. Strawberry 5.10.1.1 and current CPAN download of pp works fine for me on Win XP SP3 without any additional stuff to install. According to your script you need to add modules by hand sometimes. But this is general issue.
