Make sure it's not the firewall on your own machine. Those can block connections, not per site, but per program: a browser can see the repository, but PPM or CPAN isn't allowed through.

BTW virus scanners don't block internet access. At least, unless they're very broken. So I wouldn't suspect McAfee.
