      No, under Win32, stat always returns 0 for both UID and GID (update: as does File::stat).

    It doesn't seem to like to install from the internet:

    C:\Perl\bin>perl ppm.pl install http://www.roth.net/perl/packages/win32-perms.ppd

    Error installing package 'http://www.roth.net/perl/packages/win32-perms.ppd': Could not locate a PPD file for package http://www.roth.net/perl/packages/win32-perms.ppd

    I'll try the manual install...
