For the benefit of the OP, if the OP didn't install with admin privileges, then c:/bin/perl might not have been added to the PATH, and the above commands will tell you if perl is installed at all (as a default ActivePerl installation). In which case you can create a shortcut similar to what is described in
bart's
journal to adjust the path before getting to the command line.
