After reading Corion's answer to your question, I checked DBD::mysql's doc; and there is a paragraph that says:

       mysql_enable_utf8
           This attribute determines whether DBD::mysql should assume strings stored in the
           database are utf8.  This feature defaults to off.

Maybe turning that one on would help.
