No, it's slightly more subtle. No availability means "anyone who really wants it, only bitch, they don't do the work", also read as "noone really wants it badly enough".

Things aren't going to happen because someone is bitching on Perlmonks that "all other languages" have it. Things happen only because someone does the actual work. Put your actions where your mouth is.
