You can use hex escapes inside a double-quote quoting construct (qq{...}). Works on *nix and Windows.

$ perl -le 'print qq{hello \x27\x22  \x22\x27};'
hello '"  "'
$
[download]

C:\>perl -le "print qq{hello \x27\x22  \x22\x27};"
hello '"  "'
C:\>
[download]
