Yeah! I think it's some sort of question. But the thing is to get a solution to my problem "access ENVs in cgi script and get them working for the script"

Setting LD_LIBRARY_PATH from perl is the wrong way to fix it, but see Re^5: replicating the command 'unset LIBPATH' in perl.	[reply]
