In an Ubuntu environment you can use the pre-built CPAN packages

apt-cache search PAR
[download]

And then

sudo apt-get install libpar-packer-perl
[download]

Note: you will have to enable universe packages as the package is part of universe

 pool/universe/libp/libpar-packer-perl/libpar-packer-perl_0.991-1_i386
+.deb
[download]

Edited with details of how to guarantee success
