I would hate to have to learn some of this from scratch.
Any time you learn something new, you start from scratch. Whether I would learn Window now, whenever "it's needed" (if that ever happens), or if I would have learned Windows when it first came out.
IMO, there's little value in investing time and money in learning something I'm not likely to ever use. (Heh, I haven't had a need for it ever since it came on the market, and retirement is looming along the horizon).

Not to mention that Windows, Visual Studio, etc. change over time. If you do not expect to use them then no harm in waiting till you have to. The only exception would be any interesting new tech or ways of doing things. PowerShell is potentially interesting because it's similar to how AREXX worked on the Amiga (but then you could also just read up on how AREXX was used and avoid Windows stuff! :-)
