Running make install make test had returned bad status, won't install without force Failed during this command: MIDDLETO/File-Split-0.30.tar.gz : make_test NO

You need the module Array::Dissect installed, it's a prerequisite of File::Split. Regards your cpan connection issue, are you behind a proxy? See the CPAN documentation on the subject.
