I messed up the xml in the post. This still gives me the same error:

<?xml version="1.0" encoding="utf-8" standalone="yes"?>
    <level type="b">
      <map abrv="JS—M"/>
      <map abrv="JS—K"/>
    </level>
[download]

I saved it in a file as UTF-8 with signature.
