You should read the docs of modules before you try to install them. Under "bugs" it says:

This module does not work under Windows, but I can't see why, and do not have a development platform under that system. Patches and explanations very welcome.

      Coming to PPM, their repository doesnt have HTTP-Proxy, so cant install

      Perhaps because of this?

        Were you able to find solution for same? as i need facing same. I need to setup HTTP:Recorder. but getting issues due to this.
