While I have no experience with Net::RabbitMQ, maybe you can tell us what you tried and how it fails for you. Then maybe we can diagnose the problem by its symptoms without having first hand experience.

I see some failures for Net::RabbitMQ on Windows, but these seem to me caused by not having librabbitmq installed and the Makefile.PL not gracefully checking for these libraries. But one must defend the author - for a 10 line Makefile.PL, that's acceptable.
