It has been a while since I used ActivePerl, but I recall last year they made the mistake of modifying ExtUtils::MakeMaker/Config to run ActivePerl::DocTools and override some config values. Its not the first time. Bug #45432 for ExtUtils-MakeMaker: EU::Liblist::Kid breaks ActivePerl + MinGW + PAR-Packer
