The statement concerning pseudo-processes “can be blocked,” etc., still feels odd to me, but it could “ship” as-is.

Just saying that there is a potential race-condition in the Windows implementation is enough. There is no "race condition". Throwing out random cool phrases at problems of which you have no fundamental understanding helps no one.
