Sorry but Points of Order are always in order. Having a discussion about how people should conduct themselves in your group is a Point of Order. If you don't allow them, then you don't have a group. At least, not for long.

    There is Meditations and Perl Monks Discussion, and not every "Point of Order" is to be discussed on this site, especially as its relation to this site and/or Perl are not really clear.

    That is not appropriate for Node Type: perlquestion.

    As written, I feel it is not appropriate for Perl Monks Discussion or Meditations either, though as Corion hinted, it could have been used as an inspiration for a monkdiscuss/perlmeditation posting, like "Should we adopt rules regarding ...?", "How to moderate ...", "Do you consider this rude, how do you deal?"
