Probably you want self_url in CGI.

CREATING A SELF-REFERENCING URL THAT PRESERVES STATE INFORMATION:

    $myself = self_url;
    print q(<a href="$myself">I'm talking to myself.</a>);

It's best mixed with CGI->url (see docs) and URI/URI::QueryParam for robustness and ease of reading/maintenance.
