If you want to end up using PDL then PDL::IO::FlexRaw may be helpful, although without some data to play with and a bit of time mucking about I can't tell from the documentation how to handle the header.

If that option doesn't pan out you need to tell us what you actually see and what you expect, especially as we don't have your sample data file to work with!
