Well if the intent was to implement this idea here, on PerlMonks, then there absolutely is an authority (perhaps better said as "authorization") requirement.

I reckon we are the only monastery ever to have a dungeon stuffed with 16,000 zombies.

    Supreme executive power derives from a mandate from the masses, not from some farcical monastic ceremony. Uh... I mean to say, there is no authority necessary to submit patches, to fork, or to fire up your own VPS.
