Perl includes threading if it was compiled with threading enabled. In almost all cases it will have been. And if not, it will be obvious as soon as you try to use threads.
The commands can't overlap, yet are also independent and may execute at the same time? I think that needs some clarification.
If you're just worried about environment variables, children inherit a copy of the parent's environment and don't affect their parent or their siblings' copy.
