PDL::FFTW is not on ppm

PDL::FFT says

ALTERNATIVE FFT PACKAGES

Various other modules - such as PDL::FFTW and PDL::Slatec - contain FFT routines. However, unlike PDL::FFT, these modules are optional, and so may not be installed.
