Um why not set the proxy env vars as per http://docs.activestate.com/activeperl/5.6/faq/ActivePerl-faq2.html#ppm_and_proxies or LWP::UserAgent set http_proxy=http://username:password@localhost/

    This didn't work. I just get the same errors I mentioned above (the 404 errors).

    Although I got a solution that worked below, I'd *rather* get the settings correct so I can just use the PPM gui. It must be something simple (right?, right?) since I can access all those files/urls from this machine, just not via ppm or cpan shells.
