This is probably related to perl bug #69032. If you read the history of that ticket, you can find that the behavior changed back and forth a bit, and still isn't quite sane.

    Turns out I was just plain mistaken (though I did find your findings on this topic while Googling/searching PM); I had used a different character (that I knew the UTF-8 byte sequence for) to test with at work, which happened to actually work, but BLACK FLORETTE does not!
