As far as the configuration I believe this can be done by directly editing the registry with
Win32::Registry or a similar module for accessing the registry.
Start with these keys:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Internet Settings\Connections
and
HKEY_CURRENT_USER\RemoteAccess\Profile\
There may likely be more registry keys that need modification before this works. I would try these out and maybe followup with a more Windows centric support forum to find out more about additional keys.
The connection itself can be manipulated using
Win32::RASE.
