Ok let me try what you have mentioned. I would like to know where should I change the value of ACTIVEPERL_PPM_DEBUG to true? Is there some config file?

    No. It is another environment variable. Type set ACTIVEPERL_PPM_DEBUG=1 in the command window before running ppm.

      ahhh, finally it worked for me. There were 2 proxy servers.It was not working for one proxy server, hence resulting in error.I have used the other proxy server and now ppm is able to connect to other repositories and modules can be installed.Thanks to everyone who helped me in solving the issue. Special thanks to BrowserUk for providing more information on this issue.
