cgi::cookie expiration time problem?

samirasamani has asked for the wisdom of the Perl Monks concerning the following question:

my CGI::Cookie with expiration time when sent to the firefox browser accepted but when sent to the IE or Chrome not accepted by those browsers. But cookie without expiration time accepted in firefox and IE and Chrome. please help me.
